Job Description

Chief Data and Analytics Officer-EVP/VPAA Chief Data and Analytics Officer-EVP/VPAA Exec VP & VP Academic Affairs This position is responsible for leading the implementation of the University of Illinois System's Data Strategy across its three universities (UIUC, UIC, UIS) and the System Offices. Implementing this strategy is expected to take 3-5 years as the capacity and capabilities are developed incrementally across the System. The Chief Data and Analytics Officer (CDAO) will establish and maintain a federated data governance model, ensuring alignment and collaboration when possible and desirable. The CDAO will act as the dedicated advocate for data management and analytics, supporting the implementation of the recommendations made by the Systemwide Data Strategy Task Force. Over time, the CDAO will also build capacity for data management functions at all levels. A key focus of the role will be to enhance data literacy and encourage a data-informed culture throughout the system. This approach supports data-driven decision-making, fosters cross-functional relationships, facilitates independent data access, and builds confidence and trust in the quality, integrity, and privacy of data. The CDAO actively collaborates with UI universities and other partners through a federated governance approach to implement practices that align with established policies and standards for data management. The CDAO advocates for and supports existing functions to protect information assets and flows adequately. Additionally, the CDAO partners with current functions to oversee assurance activities related to the availability, integrity, and confidentiality of information owned or processed by the U of I System. As a result, the CDAO comprehends and articulates the impact of data on U of I System operations and communicates this to executive leadership and other senior stakeholders, enabling them to balance these insights with their strategic goals and investment levels.

DUTIES AND RESPONSIBILITIES

Partner with stakeholders to implement the University of Illinois System's Data Strategy, which includes federated data governance, supporting privacy initiatives, enhancing data literacy and capabilities, developing core data models, and leveraging emerging technologies to optimize data management. Build partnerships with executive leadership to establish the vision for managing data as an asset and leverage data and analytics capabilities to maximize the value derived from data. Implement consistency and economies of scale where needed and embrace flexibility to enhance each university's unique qualities and goals. Lead and oversee the budget for the CDAO organization and its shared projects. Manage a cost-effective data management organization that includes hiring, training, staff development, performance management, and annual performance reviews. Oversee the execution of the Systemwide Data Strategy Task Force recommendations. Develop a federated data governance framework connected with university governance groups to optimize processes and promote the secure and effective use of data. Establish a robust connection with AI policies and procedures to ensure the quality and reliability of academic and administrative data, compliance with educational regulations and ethical standards, protection of sensitive student and employee information, streamlined data management processes, and transparency and accountability in AI-driven decisions. Create a framework for roles and responsibilities regarding information ownership, classification, accountability, and protection of information assets and data capabilities. Partner with the universities to develop data-as-a-service capabilities that enhance analytics, institutional research, and reporting initiatives. Establish and chair the UI System Data Governance Council to implement the data governance framework and coordinate governance efforts across the System. Map institutional objectives and dependencies on data capabilities to prioritize and guide investments in data strategy objectives and control activities. Lead the establishment of a core data model for the university system. Work effectively with business units to facilitate data governance assessments and data management processes. Document and maintain the framework of a continuously up-to-date catalog of data management policies, standards, and guidelines; support the approval and publication of these data management policies and practices. Provide regular reporting and metrics on the status of the data strategy program to the EVP/VPAA, enterprise risk teams, and senior leaders to guide resource allocation decisions and promote a data-informed culture. Expand data literacy and promote a data-informed culture systemwide that enables data-informed decision-making, fosters cross-functional relationships, facilitates independent access to data, and encourages confidence and trust in data quality, integrity, and privacy. Organize an annual Data Summit to share insights, promote best practices, and strengthen system-wide collaboration. Build and nurture external networks of peer institutions, ecosystem partners, vendors, and other relevant parties to address common trends, findings, incidents, and data governance issues. Lead the development and maintain a persistent three-year data strategy roadmap to execute and sustain effective data governance and programs. Work with the Ethics and Compliance Office to ensure that all information owned, collected, or controlled by or on behalf of the U of I System is processed and stored in accordance with the applicable laws and other regulatory requirements, such as data privacy. Catalog and document data solutions that are already available, such as standardized reports, dashboards, predictive analytics solutions, and data-driven planning tools. Perform other duties and responsibilities as appropriate for a Chief Data and Analytics Officer. Required : Bachelor's degree in Data Science, Statistics, Information Management, Business Analytics, or related discipline. Preferred : Advanced degree in a related field.

KNOWLEDGE AND EXPERIENCE

Minimum of 10 years of experience in a combination of data analytics, data governance, information security, or IT with at least five years in a senior leadership role. Demonstrated leadership as a visionary leader and advocate with sound knowledge of business management and a working knowledge of data and analytics technologies covering the academic, business, and digital environment. Experience delivering timely reports to executive board-level leadership, coordinating and leading, and partnering with governance and advisory groups and varying stakeholders and leaders at multiple levels and functions across a large enterprise environment. Proven track record and experience in developing data policies or procedures and successfully executing programs that meet strategic objectives. Demonstrated experience leading and motivating cross-functional, interdisciplinary teams to achieve tactical and strategic goals. Demonstrated excellent verbal and written communication skills. Demonstrated customer service and stakeholder management skills. Demonstrated ability to maintain high security/privacy controls when dealing with sensitive information. Awareness of relevant legal and regulatory requirements, such as FERPA, HIPAA, GDPR, GLBA, PCI-DSS, Illinois PIPA, PIPL, and BIPA. Must be a critical thinker with executive-level judgment, analytical ability, problem-solving and decision-making skills, conflict management skills, and interpersonal skills. High degree of initiative, dependability, and ability to work with little supervision while reacting and adapting to change. Innovativeness: the ability to envision how data can be used to further improve business processes, along with the skill to successfully market those ideas and implement them effectively.

APPOINTMENT INFORMATION

This is a Full Time academic professional position. The expected start date is 6/16/2025. Sponsorship for Work Authorization is not available for this position. The budgeted salary range for the position is $185,000.00 - 210,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
