ROLE We are seeking an experienced Military Employment Program Lead to oversee the Work for Warriors North Carolina (WFWNC) program in Raleigh, NC. In this role, you will lead program operations, supervise staff, coordinate employment services, monitor program performance, and manage partnerships with military, government, and civilian organizations to support employment outcomes for National Guard service members, veterans, and eligible family members.

RESPONSIBILITIES I. Program Oversight - Maintain records of current and future strategic planning goals focused on stable full-time employment outcomes
- Conduct research to develop, implement, and measure program strategies
- Recommend program goals and improvements through quarterly performance reviews submitted to the Service Support Section (SSS) Director and Contracting Officer's Representative (COR)
- Prepare and submit annual Building Your Roadmap (BYR) funding documentation to the SSS Director and COR
- Facilitate working groups to evaluate and implement WFWNC program best practices
- Maintain the WFWNC Standard Operating Procedures (SOP) to remain aligned with National Guard Bureau (NGB) and state regulations, submitting updates to COR as needed
- Organize work activities to meet program requirements and deadlines
II. Staff Management - Oversee Employment Counselors to ensure program compliance and synchronized program delivery
- Create events to motivate staff engagement and propose new events to COR for approval
- Ensure policy and training compliance for all contract employees and submit certifications to COR
- Share calendar with WFWNC Director and COR at the start of employment
- Update shared calendar with events, meetings, and networking sessions
- Apply interpersonal skills to collaborate with internal stakeholders and clients
III. Partnership & Stakeholder Coordination - Coordinate with Yellow Ribbon Program Office, Family Programs Office, Survivor Outreach Services, Transition Assistance Advisor Office, Soldier Welfare, and Operational Support Offices to ensure all eligible candidates are aware of WFWNC services
IV. Compliance & Confidentiality - Safeguard confidentiality of service member Privacy Act and Health Insurance Portability and Accountability Act (HIPAA) information
- Follow regulations and WFWNC SOP
V. Data Analysis & Reporting - Compile, organize, and analyze program data for trend analysis and submit reports to SSS Director and COR
- Prepare and present monthly program reports on key indicators, metrics, and employment outcomes to SSS Director, Army G1, and COR
KNOWLEDGE & SKILLS - Knowledge of Veterans employment initiatives preferred
- Apprenticeship and credentialing program knowledge preferred
- Knowledge of military vocational education and credentialing programs (e.g., TRADOC) preferred
- Knowledge of privacy and data protection protocols (e.g. HIPAA, Privacy Act)
- Knowledge of standard office procedures
- Ability to interpret general direction and execute tasks independently
- Ability to work as a team member, manage time, and prioritize workload with little or no supervision
- Strong organizational and communication skills (written and verbal)
BACKGROUND - Experience in a military career field preferred
- Experience supporting apprenticeship or journeyman certification programs preferred
- TRADOC or military vocational training program experience preferred
- Experience using the Microsoft Office Suite proficiently required
- Experience using various software programs to maintain database files and prepare reports required
EDUCATION - Bachelor’s degree or seven (7) years of demonstrated practical experience in employment assistance/counselor services and program coordination, including training team members on employment assistance/counselor services required
LOCATION TELEWORK - Not eligible for telework
CLEARANCE - U.S. citizenship is required as it supports the U.S. federal government
CLIENT TRAVEL WORK HOURS - 40 hours
- 8 hours a day
- 5 days a week

Regularly required to sit for extended periods up to 100% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 100% of the time.
