The job opportunity Are you a visionary leader passionate about data-driven transformation? The Office of Financial Management (OFM) is seeking a dynamic Chief Data Officer (CDO) to lead our Enterprise Data Program and drive the evolution of OFM into a data-centric organization. You will play a key role in leveraging data as a strategic asset, enhancing performance, and enabling data-informed decision-making across the agency. In this high-impact role, you will be responsible for developing and executing data-enabled strategies, aligning data governance and policy with legal and ethical standards, and driving value creation through innovative use of data assets. The CDO will oversee critical functions such as Data Architecture, Administration, Movement, Delivery, and Quality—supporting over 200 applications that serve both internal and statewide needs. You will be a central figure in OFM’s transformation, collaborating with strategic partners including Cybersecurity, Enterprise Architecture, and the One Washington initiative to ensure enterprise-wide data alignment and integration. What you will work on Develop and recommend the organization’s strategic and long-range goals based on analysis and studies of business conditions. Ensure the best use of the organization’s resources for the establishment of key objectives and mission realization, considering organization’s strengths, weaknesses, capacity and products. Develop and maintain consultative relationships with key business stakeholders to effectively drive aligned business results. Organize and lead a data and analytics governance council to provide executive sponsorship for and oversight of governance policy creation and compliance. Define, manage and advance enterprise information management principles, policies and programs for stewardship, advocacy and custodianship of data and analytics, in concert with legal and information security. Evolve and institutionalize behaviors for the appropriate use of information taking into consideration changing security requirements, privacy needs, ethical values, societal expectations and cultural norms (in collaboration with the Chief Information Security Officer and legal counsel). Define, manage and ensure an adequate information trust model, controls for master data and metadata management, including reference data. Ensure that business reports derived from controlled data are consistent and representative of the true state of the business. Work with executives to establish the vision for managing data as a business asset — to leverage data using research and analytics to maximize the return on data assets. Develop methods to ensure consistent application and use of analytics. Provide data and analytics strategy, leadership, and guidance. Institute an enterprise operating model that is consistent with the capabilities and competencies required to execute the strategy. Oversee the development and deployment of the enterprise’s data and analytics platform for digital business. Assist in fostering the creation of a data-driven culture, related competencies and data literacy across the enterprise. What we need you to bring Required Qualifications: Seven (7) years of progressive experience in data architecture, data administration, integration, and/or other data related experience. A bachelor’s degree or higher, OR equivalent work experience in a data related field may substitute year for year. Five (5) years of progressive leadership experience in leading IT teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts. Experience in integrating complex, cross-organizational IT processes and information strategies. Proven data literacy — the ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT and stakeholders. Desired Qualifications: A bachelor’s degree or higher in business administration, computer science, data science, information science or related field. Strategy and management consulting experience. Excellent business acumen and interpersonal skills; able to work across business lines at a senior level to influence and effect change to achieve common goals. Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions. Information strategy experience — Experience in strategic technology planning and execution, and policy development and maintenance. Analytical skills — Outstanding analytical and problem-solving abilities. Familiarity with business information generation and analysis methods. Ability to effectively drive business, culture and technology change in a dynamic and complex operating environment. Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, and business concepts to technologists. The candidate should be able to “sell” ideas and processes internally at all levels, including the board and investors. Proven record of effective leadership, including the ability to balance team and individual responsibilities, build teams and consensus, get things done through others not directly under his/her supervision, and work ethically and with integrity.
